You can view the list of scheduled changes under Company Tab > Schedule Changes through which you can ensure that changes have been made on a specific date.
You can use the Schedule Change functionality to schedule the status change of an Offer. Considering your example, If you want to change the status of an Offer to Active from Paused, simply to go that Offers Page and click on Edit.
Inside Offer edit page, scroll down to Status (Select Status as Active) and select Schedule change. Once you will click on Schedule change you will see the option to set the Date and Time. Please see the following screenshot for reference:
Once the system will make this changes on specified schedule, you can then go to Offers Page and scroll down to Offer History from where you can verify these changes.
